In PSA a resource is a type of contact. Once you have resources in PSA you can carry out many tasks depending on the permissions that your administrator has assigned including:

Resource change records track changes made to the resource's regionClosed, practiceClosed, groupClosed, work calendarClosed and utilization target.

Note:

We do not recommend using a person account as a PSA resource. If your administrator has enabled person accounts, ensure that no value is entered in the Salesforce User field on a person account.
