Project Task Gantt uses the concept of project edit locking, whereby editing rights are "locked out" to the current user on a per-project basis, to avoid conflicts when multiple users need to edit the project plan. So, assuming you have already been assigned permission to edit the project (or are the project manager), an information message will display if you try to access a project that another user is editing at the same time. Depending on the configuration that your administrator has chosen, you may be given the option to break the edit lock and edit the project tasks. If you choose to do so, the other user will be switched to read-only mode.
