The following permission sets are provided for managing services credits:

Sharing Considerations
You can only create, edit, and expire services credits customer purchase records for accounts that you have read access to.
You can only allocate and adjust services credits for milestones and accounts that you have read access to.
By default, the Services Credits Customer Purchase, Services Credits Allocation, and Services Credits Consumption objects allow public sharing. Your administrator can modify this setup to apply private sharing rules. However, the allocation and adjustment processes run on all purchase and consumption records regardless of whether private sharing rules apply. This is because services credits are allocated in order of expiry date. So even if you do not have access to the purchase record that expires earliest, any available services credits on that record are assigned before available services credits on purchase records that expire later.
