ActionUpliftRates
Uplifts the cost and bill rates on the role requests of an estimate by a percentage, re-matching rates from the applicable rate card for role requests that start on or after the given cut-off date. Returns, per estimate, the number of role requests that were eligible, successfully uplifted, and failed.
